Electronic Boost controller over shooting

Boost controller over shooting by 3 psi over target briefly then under shooting by 1 psi. Set target to 20# boost shoots up to 23 then down to 18/19# then bounces around between 20# and 19/18# for the majority of an 1/8mi run. The black stripe 11lbs spring is installed in RG-45. How can I tighten this up.
