Default Trans wont shift out of 3rd gear

My trans wont shift out of 3rd gear what does this sound like its a fresh rebuild with about 100miles on it I adjusted the TV cable that didn't help, info will be very helpful

Where are you located? My tranny guy is out this week on vacation. How is the rest of the trans for shifting? Is it a lock up or non lock up trans? Is your shift cable properly adjusted?

Im in North Alabama Chris Hogeland built my engine BrianHofer built my transmission but haven't been able to reach him over the weekend he gave me a year war. on it but need some suggestion, we call ourselves adjusting the cable and still the same Chris thinks its the valve body my converter is a 10in.nonlock-up ptc 3200
