Jack,
The problem turned out to be a poorly machined aftermarket cover. The front cover oil supply channels were not drilled deep enough...no open passage from the oil pickup to the oil pump in...

I have an 89 TTA into which we have transplanted at 4.1 "291" shortblock with TTA heads. It has a hv front cover. The oil pump was well packed with vaseline, but we are unable to develop any oil...
